No. Note: most of the Name brand flavorings are PG base. See eJuice Calculator: HOW TO
Mix your ingredients in a bottle or cylinder. See Sticky Post: DIY MIxing

I just got my flavors from JG they are tobacco flavors and when I mixed my first receipt it as too watery so I thought  that the tobacco flavors where with out any base to start. so I wanted to know if that is true and if so how should I mix the flavor to a proper vg ot pg base?

Is this a Flavor or a premade eJuice? The responses that I made were for flavorings. I may have misinterpreted what you meant. Sorry if I did.
Who is JG?

If it is a premade eliquid with Nicotine, adding VG would thicken it but you will be diluting the Nic strength and the flavor

JG is for JGherb I ordered tobacco flavors and it is in bulk it is very watery so there is no base to the flavor. So it does not even taste right Wondering if someone knows how the percentages work to make a correct flavor base so I can then make ejuice using the flavor?

From what I can see from the JG website, these are ready to vape eliquids and not flavoring. They are meant to vape as is and not for recipes. You will have to Doctor it up. Did you get Nicotine in it and what strength?
